The Juvenile Justice Services Division is responsible for the effective administration of juvenile justice programs for delinquent and incorrigible youth in coordination with the juvenile courts. We are seeking a Program Manager III to lead our Operations and Budget Unit.  

This individual will work as part of a management team to provide service and assistance to juvenile probation departments by providing frequent on-site program and budget assistance, facilitating operational effectiveness and efficiency, and enhancing court relations with community and local governments. Responsibilities include fiscal authority and responsibility over designated state-funded programs.  

The Program Manager is responsible for juvenile probation programs and is expected to assist in the development of program plans and state budget proposals for upcoming fiscal year requests with justification modification(s) within the current fiscal year; prepare annual budget requests for designated programs; prepare annual reports on designated programs; collect and disseminate fund-related financial data as required by statute or funding agreement; and make fiscal decisions related to designated funds. In addition, this position is expected to assist in the development of performance criteria and measures for program activity; monitor department compliance with applicable laws, rules, administrative orders and agreements; assist in the development of legislation; assist in the identification of juvenile court procedures and practices that require statewide policies or guidelines, and assist with the development and implementation of these policies; and conduct meetings to address problems, develop strategies, determine the feasibility of projects, and to propose resolution of resource issues such as allocation of state-provided funds and resources.  

This position requires a Bachelor's degree in criminal justice, court administration, or related field. Directly related experience may substitute for the degree requirement. In addition, this position requires a minimum of 3 years budget and supervisory/management experience in the desired areas of concentration; a combination of 7 years of juvenile justice and/or criminal justice experience; and excellent planning, managing, budgeting, and program development skills. Also, this individual must have excellent oral and written communication; general knowledge of juvenile justice system and programs; strong financial management and fiscal responsibility; and experience leading a team of professionals. 

The preferred candidate will have a Master’s degree and 5 years of managerial experience, with some budget and finance responsibility; knowledge and experience in juvenile justice; and experience and knowledge in Probation. 

This position requires a valid Arizona driver’s license due to state-wide travel which is required. 

Travel level: up to 25%.
